You are asking a rather broad question, any
search engine will probably give you thousands of urls.
The issue is more complex than just 'combatting'
urban growth. Urban growth that takes over farmland can degrade the
value of properties and quality of life for the urban residents as well
as the farmers. Farmers can be trapped by escalating land prices and
forced off their farms by high taxes, resulting in a paradoxical loss of
value for everyone. This can be avoided by proper planning and
priorities -- easier said than done, but I think that is the main driver
here.
