First of all I must have to
introduce myself
to you. I am Dr.Tamuno Jack,I am
a director of the
Relief West Africa Agency
(RWAA). This Agency is
saddled with the
responsibility of catering for
refugees of
War/Environmentally disturbed Countries in
the
West African region. The Agency is involved in the
building of refugee camps, welfare centers, women
development centers and skill acquisition centres
in
different areas of the West African sub
region. The
Agency is also involved in the
procurement of relief
materials such as food,
drugs, items of clothing,
bedding e.t.c.
Our funding comes mainly from the
financial contributions of the member countries
of The
Economic Community of West African States
(ECOWAS) in
the form of a Trust Fund managed by a
Board of
Directors, with Liaison Offices in four
countries
(Togo,Ghana, Nigeria, Sierra Leone and
Liberia) in the
region and the Headquarters is in
GHANA.
Every year the budget of the agency is in
excess of
$500 million United States dollars and
foreign
contractors does Eighty percent of all
our contracts.
As at the year ended December
2001, the Board of
directors have been able to
set aside $25 million
United States dollars that
we intend to transfer into
a foreign account
outside Africa for our own personal
use and
disbursement. Following the last Board of
Directors’ meeting, it was unanimously decided
that I
look for a foreign partner to convertly
front for us
in the transfer of this fund.
My dear friend,this is why I sent you this
mail.As I
was given the mandate to solicite for a
person I want
you to assist by providing us with
an account where
this fund can be transferred to.
Provisions have been made by the Agency to
pay all outstanding debts owed foreign
contractors.We
intend to include your account in
the list of owed
contractors.In order to maintain
utmost
confidentiality we decided to use a person
who have
not actually done any job for the
Agency. All the
paper
works and documentation have been put in place to
give
this transaction the much-needed legality.
We have not
met in any capacity but I sincerely
