2004 will be a
significant turning point for the European Initiative for Democracy and
Human Rights (EIDHR), with the deconcentration (devolution) of the
management of 80% of our projects to the Commission's delegations.
Deconcentration is an essential part of the Commission Reform and is
guided by the basic principle stipulating that 'all that can better be
managed and decided on the spot, near the ground, should not be managed
or be decided in Brussels'. The main objective is to speed up delivery,
improve the effectiveness and the quality of our operations, as well as
to increase their impact and visibility. This highly complex process
will take place between April and September, with most of the 400
project files being transferred in June.
As
regards EIDHR activities, the Commission approved at the end of last
year the programming document update for 2004. An Annual 2004 Work
Programme to put this into effect has also been approved. This document
foresees the launch of a number of calls for proposals, dealing with,
inter alia:
Support for Democracy, Good
Governance and the Rule of Law
Combating impunity
through international justice
Rehabilitation of
Victims of Torture
Combating the death penalty
The rehabilitation of victims of torture
The prevention of torture
Support for promoting the rights of minorities
and for combating discrimination and xenophobia
Support for promoting the rights of indigenous
peoples
Support for a Network for Conflict
Prevention
Support for a promoting and
strengthening civil society in Burma
For the
first time, the Commission will use a two-stage approach, where
applicants submit a preliminary proposal, or concept paper, outlining
their proposal with an overall budget. Applicants will be assessed for
eligibility and the concept for its relevance to the priorities. In the
second phase, eligible applicants with the most relevant concepts will
be invited to submit detailed proposals. The technical and financial
aspects of detailed proposals will then be assessed, and the highest
scoring proposals will be recommended for funding. The aim of this new
procedure is to reduce the initial burden of work and cost on applicants
that is involved in producing a fully detailed proposal, and increasing
the chance of success in the later stage. It should also give greater
weight to 'southern' applicants.
Many more other
challenges are awaiting us in the course of 2004. The EIDHR will set up
and deploy important EU Election Observation Missions; organise other
EIDHR regional workshops; provide input into the programming for
2005-2006.

欧盟-中国政治对话

欧盟与中国就共同关心的问题进行政治对话的基本框架始建于1994年。1998年双方达成定期举行欧盟-中国首脑峰会的协议,政治对话也随之升级。2002年,中国和欧盟通过换文的形式,正式升级欧盟-中国的政治对话框架。而换文本身则为当前的政治对话提供了法律基础。欧盟-中国政治对话涉及的领域日趋广泛,覆盖了从防止武器扩散到亚洲的安全形势,从全球气候变暖到打击非法移民和贩卖人口,等等。随着中国越来越关注欧洲安全和防御能力的加强和欧盟扩大的前景,进一步推进双方政治对话的前景十分广阔。
欧盟致力于加强与中国的政治对话首先是基于对中国-这个国家的认识。中国,作为联合国安理会的常任理事国之一,是一个在经济和政治上不断发展的强国。作为国际社会中的一名越来越负责任的成员,中国在处理国际事务上发挥着巨大的作用。当今,在全球化的作用下,世界各国的联系越来越紧密,在双边或多边的框架内发展与中国的合作,对于在许多重要领域取得进展是至关重要的。
欧洲委员会,作为欧盟三架马车的正式成员之一,参与了欧盟-中国政治对话的所有会议。

欧盟-中国人权对话

欧盟一贯致力于推动人权和基本自由在全球范围内的发展。欧盟始终把人权问题视为任何国家保持社会和政治长期稳定的重要事宜。
支持中国向以法治和尊重人权为基础的开放社会转变始终是欧盟-中国关系的中心环节。欧盟始终致力于通过积极、持续和建设性的途径促进中国人权状况的发展。
欧盟一直致力于通过建设性的对话来发展中国的人权状况。人权问题不仅是欧盟-中国政治对话框架的主要议题之一,而且是1995年建立的欧盟-中国人权对话的专门议题。此后,欧盟-中国人权对话在欧盟轮值主席国的领导下每年进行两轮。欧盟-中国人权对话为欧盟提供了一个交流途径,欧盟能够通过这个途径向中国表达对相关人权问题的担忧,比如死刑、劳动改造、少数民族权利、公民自由与政治自由、以及其他一些个案等,而在这个论坛上中国则必须就欧盟关心的相关事务做出回应。在来自其他国际伙伴的压力的共同作用下,欧盟-中国人权对话已经取得了一定切实的成绩,比如促成了联合国人权专员对中国的访问、《联合国公民权利与政治权利公约》的签署、《联合国社会、经济和文化权利公约》的签署和批准、监狱犯的释放、建立欧洲委员会合作项目、等等。与此同时,欧盟也在许多场合表态:欧盟希望欧盟-中国人权对话能够使中国人权状况取得更多的切实的改善。没有什么比中国自身的实际行动更能证明积极的对话更为有效。
作为参加人权对话的欧盟三架马车的成员之一,欧洲委员会承诺通过合作项目来支持中国人权状况的发展。欧盟-中国法律和司法合作项目是目前为止中国该领域内最为重要的国外援助项目,该项目的主要目的旨在支持中国加强法治建设。目前正在进行的或是正在计划中的动议包括旨在赋予基层公民更多民主权利的项目,比如欧盟-中国村务管理项目;立足于发展社会和经济权利的项目,特别是在云南省开展的项目,等等。从2002年开始,欧盟人权的小规模项目基金就一直在寻求为在人权领域建立创新性的小规模项目提供支持。
