The fact that you have no credit card and less money; I would advise that you use the local vendors. This will help the business within your community or country.
On the other hand if you have so much small money why do you think you need a cell phone. I would rather you use that little money to improve soem aspects of your life until when u can confortably affort it.

The guy above (the first responder) is a self-righteous fool.. that seems to want to you to sacrifice yourself for his notion of some greater good. You want a cellphone and have no credit card... Money Order (you get from your bank.. you take them money, they give you a money order - it's like the bank writes the person a cheque on your behalf so it's completely secure). Ebay and web in general have very very cheap GSM phones.. but the cost of shipping may be significant. If you know someone going abroad (that you trust).. you could get them to buy you a particular phone and bring it back. Or if you meet someone on the internet that's coming to your country you could try to get them to buy and bring it for you (your money and risk of course). The only real advise I have is Ebay + Money Order.. like everyone else.
